Summary:
The need to change from open net fish farms to closed containment pens has been proven.

Submission:
The Need to change from "open net" fish farms to closed containment pens has been scientifically studied and well documented to the point that even a small child can quickly understand that this must be done. To not do it is clearly a breach of public trust. That it hasn't been done, decades ago, causes me to wonder how much and who has been paid to ignore the problem.
