Summary:
The following submission offers a critique of DFO's catch allocation system.

Submission:
ITQ shares are calculated as 1 SHARE of each specfic geartypes "sockeye equvilants" share of allocation.

This number is divided by the total number of valid licences, then divided by a given,' TAC ' as dfo has allocated.

Is not the TAC for allocation BASED upon the total fleet?
Before split into ITQ's?

CAC Commercial allowable Catch, describes the distinction between dfo TAC Vs any catch variance.

If describes how much access each area fleet actually CATCHES in comparission to total amount of each sectors total allowable catch.

CAC makes a comparison possible.

TAC WAS COMMERCIAL CATCH IN THE PAST!

TAC WAS the catch for each fleet based on a given share.

I use CAC to identify the systemic inequity intrasectoral Commercial allocations have.

Prove catch by gear by area, Is ANYWHERE CLOSE TO THE TOTAL OF EACH AREAS ORIGINAL QUOTA?
