Summary:
Fish farming should be conducted in closed containment systems on land.

Submission:
I am not against fish farming.
I am vehemently oppose to open ocean containment farming.
Anything in contained sytems on land is fine.
Is there not plenty of "contaminated" lands that could be used for this purpose.
If the fish are properly contained the contaminated soil couldn't get in.
Perhaps staffing might be an issue due to health concerns- how about using convicts?
