Summary:
Salmon farms in the ocean are not private, the ocean is a shared resource.

Submission:

When commercial net cages are placed in open water their operations are not isolated--the water in which they are located is a resource that must move continuously. If these were land based swine or chicken farms there would be no question about government monitoring for viral disease--especially capable of airborne transmission. Ocean water, like air, is a shared resource--there is nothing "private" about a net-cage acquaculture operation--not even its cat-walks.
