Who is in charge here?

Stephen Harper called the Cohen Commission in 2009 because of the collapse of the sockey run.

Dr. Miller works for the Feds but was not allow to speak freely about what she knew.

The evidence of farm fish diseases was held in a BC government database and was not public until few days ago.

Who is in charge here? If no one is accountable, no one is responsible.
