• This memorandum has been revised to reflect recent amendments to the NAFTA Rules of Origin Regulations that were developed by the governments of Canada, Mexico, and the United States in consultation with industry representatives and associations in the three countries. These amendments are effective from July 1, 2006.
• The sections of Memorandum D11-5-2 where changes have been made (Sections IV, V, VIII, IX, XI, XII, XIII, XV, XVI and XVIII) replace those sections found in Memorandum D11-5-2, dated September 30, 2005.
• The amendments to the regulations liberalize the rules of origin for selected goods of HS Chapters 18, 20, 26, 41, 45, 54, 56, 67, 70, 74, 78, 79, 80, 81, 85, and 90, as set out below. The Regulations liberalize the rules of origin applicable to cocoa preparations, cranberry juice, ores, slag and ash, leather, cork, certain textile products, feathers, glass and glassware, copper and other metals, televisions and controls.
