CN09-002, New Canadian requirements for wood packaging material from China
Starting September 1, 2009, phytosanitary certificates from China for wood packaging material will no longer be accepted in Canada due to high rates of non-compliance from China. A valid International Plant Protection Convention (IPPC) mark will be the only accepted treatment certification method.

This memorandum explains the dispute resolution process for importers who disagree with the CBSA's determination, re-determination or further re-determination of the origin, tariff classification or value for duty of goods accounted for under section 32 of the Customs Act. This process also applies to importers who disagree with the CBSA's decision to detain their goods because the goods were, or might be, classified as goods for which importation is prohibited.
