Progress on the Seven-Point Plan - Winter 2014

1. Funding envelope for the acquisition of F-35 frozen Acquisition funding for replacement aircraft remains frozen.
2. Immediately establish Secretariat within Public Works and Government Services Canada The National Fighter Procurement Secretariat became operational in June 2012.
3. Department of National Defence to provide annual updates to Parliament on cost of F-35 The 2012 National Defence Annual Update was released on December 12, 2012.

The 2013 National Defence Annual Update was released on August 9, 2013.

4. Department of National Defence to evaluate options to sustain a Canadian Forces fighter capability Four companies have responded to industry engagement questionnaires on capability, cost and industrial benefits.

The evaluation of options is well advanced and a report containing the summary of findings will be made public that respects commercial sensitivities and classified information restrictions.

5. Treasury Board Secretariat to commission independent review of costs The Independent Review: Next Generation Fighter Capability – 2012 Annual Update conducted by KPMG, was released on December 12, 2012.

The Independent Review: Next Generation Fighter Capability - 2013 Annual Update conducted by Raymond Chabot Grant Thornton, was released on August 9, 2013.

6. Treasury Board Secretariat to ensure full compliance with procurement policies prior to approving project Treasury Board Secretariat will review information presented once a project comes forth.

On January 25, 2013, Samson & Associates was awarded a competitive contract to inform acquisitions of a similar nature going forward.

The Samson & Associates report, which will inform acquisitions of a similar nature going forward, is being finalized.

7. Industry Canada to provide updates to Parliament on Canadian industrial participation in the F-35 Joint Strike Fighter Program First Canadian Industrial Participation in the F-35 Joint Strike Fighter Program report released on December 12, 2012.

Second Canadian Industrial Participation in the F-35 Joint Strike Fighter Program report released on May 31, 2013.

Third Canadian Industrial Participation in the F-35 Joint Strike Fighter Program report was released on December 10, 2013.
