Armoured Vehicles Projects Directorate is responsible for the acquisition, integration and In-service support of Wheeled and Tracked Armoured Vehicles. In addition, the Directorate is responsible for managing the procurement of the following projects under the Family of Land Combat Vehicles (FLCV) program, which seeks to upgrade or replace the current fleet of land combat vehicles. The FLCV projects under the directorate responsibility consist of the Light Armoured Vehicle (LAV III) Upgrade and the Force Mobility Enhancement (FME).
The Leopard 2 Family of Vehicles consists of the Tank Replacement Project and the Force Mobility Enhancement Project.
The Tank Replacement Project was established in 2007 to loan combat-ready Leopard 2 A6M tanks from Germany to support the operation in Afghanistan and to acquire 100 surplus modern Leopard 2 Main Battle Tanks, from the Netherland, to meet the operational and training needs of the Department of National Defence. The total project value is estimated at $650M.
Canada currently operates Leopard 2 A6M tanks in Afghanistan, and has started to take delivery of Leopard 2 A4 OPS tanks in Fall 2010. Initial delivery of the Leopard 2 A4 training tank variant is tentatively scheduled for 2012. The project also procures Leopard 2-based Armoured Recovery Vehicles to support the Leopard 2 Main Battle tank fleets. Delivery of this variant is expected in 2012.
The Force Mobility Enhancement Project was established in 2009 for the acquisition of Leopard 2-based Armoured Engineering Vehicles to support the Leopard 2 Main Battle Tank fleets and to procure and integrate implements for the various Leopard 2 fleets, such as mine rollers, mine ploughs and dozer blades. The total project value is estimated at $376M. Initial delivery of the vehicles is expected in 2012.

This project was to refurbish and upgrade M113 into eight new variants for a total of 274 vehicles. The contract was awarded to DEW Engineering and Development Limited in January 2000. All work was completed in May 2009. The total contract value is estimated at $270M.
The project is to re-role existing Bison vehicles into seven new variants for a total of 199 vehicles. The total project value is estimated to be $50M. Part of the work will be conducted by DEW Engineering and Development Limited. This work will be concluded in March 2011. A second part of the project will be conducted by General Dynamics Land Systems – Canada. This part is expected to be completed by December 2011.

The project has been established to respond to an Immediate Logistical Operational requirement for the acquisition of 82 Armoured Heavy Support Vehicle Systems (AHSVS) and ancillary systems in support of Operation Athena in Afghanistan. This AHSVS fleet is a logistical fleet providing additional mine, ballistic and Improvised Explosive Devices (IED) protection to the soldiers conducting logistical operations in theatre. The total project value is estimated to be $167M. The AHSVS main production contract was completed in 2010.

Responsible for in-service support of the Canadian Forces fleets of Wheeled Light Armoured Vehicles (WLAV) consisting of 651 LAV III, 203 Coyote, 199 Bison and 75 RG-31. In-service support consists of spare part procurement, repair and overhaul, program management, fleet management and engineering support services.
The Optimized Weapon System Support (OWSS) contract for the WLAV is the main procurement instrument, and covers the vast majority of the required support. A significant portion of OWSS for WLAV is sub-contracted. Separate government contracts exist to cover other needs associated with additional armoured protection and specialized armament.
In-service support is also provided to other WLAV variants under separate contractual arrangements with their respective Original Equipment Manufacturers (OEMs).

PWGSC's /LAV Program Management Office (London, Ontario) is responsible for contract administration activities for the acquisition of the Wheeled Light Armoured Vehicles (LAVs), including Armoured Patrol Vehicles produced and/or marketed by General Dynamics Land Systems - Canada (GDLS-C), London, Ontario; and the Olifant Manufacturing Company (OMC) in Johannesburg, South Africa. These vehicles are produced for foreign governments on behalf of Canadian Commercial Corporation's export initiatives.
Customers include the U.S. Army, U.S. Marine Corps, the Saudi Arabian National Guard (as a U.S. Foreign Military Sale) and the Commonwealth of Australia.

The PMO LAV provides strategic procurement leadership, contract management and administration services to the Department of National Defence (DND) for all PMO LAV Projects, and was responsible for the delivery of the LAV Armoured Personnel Carrier (APC) project that involved the acquisition of 651 third-generation Light Armoured Vehicles (LAV III) valued at $2B. It is now developing and executing the procurement strategy for the LAV III Upgrade Project, valued at $1.4B, which is currently in its Definition Phase and the delivery of two LAV III Upgrade prototypes. The LAV III Upgrade Project will deliver mobility, protection and lethality upgrades on 550 LAV IIIs, with an option for an additional 80, over the next seven years.
The PMO/LAV provides strategic level guidance, leadership and procurement and contracting expertise in support of the Department of National Defence's (DND) armoured vehicle survivability team. This team analyzes the changing threats to mounted or dismounted soldiers, and provides timely protection solutions. It is responsible for approximately $200M in survivability projects or operational protection requirements, such as the LAV Remote Weapon Station (RWS); Improvised Explosive Device Mine Protection Kits (IED MPK); Belly Armour Kits (BAK); Impact Seating Systems (ISS); Visual Warning Technology (VWT); Exposed Crew Protection Kits (ECPK); Driver and Crew Vision systems (DVE/CVE); and Voice Response Translators (VRT). This office will be responsible for providing leadership and managing the strategic relationships with both DND and Industry to foster the development of new survivability and protection solutions that will meet the requirements as threats evolve over the coming years.
The PMO/LAV is also responsible for developing and executing the procurement strategy, as well as for providing contract management, for the Department of National Defence's (DND) LRSS Upgrade project. This Project will modernize Land Force reconnaissance and surveillance capabilities. Modernization will be achieved through the acquisition of new sensor suites, vehicle and ground mounts, operator control stations and silent watch power supplies. These systems and equipment will collectively increase the performance of the LRSS and enhance the capacity to collect, process and disseminate information on the battlefield.
The contracting office will be responsible for the overall management of this complex acquisition process, the timely delivery of procurement services, and to provide leadership, expertise and strategic level guidance in sourcing the LRSS from industry.
