PWGSC's Contribution to the Federal Sustainable Development Strategy
PWGSC's Sustainable Development Vision
- To have the concept of sustainable development reflected in all aspects of PWGSC's role as a provider of services to colleague departments and agencies, as a custodian of real property, and in our own internal operations.
Departmental Decision-making and Sustainable Development
PWGSC is subject to Theme IV (Shrinking the Environmental Footprint-Beginning with Government) FSDS targets and it develops annual commitments to meet these targets which are reflected in the Departmental RPP/DPR Greening Government Operations Supplementary Tables.
The department's Policy and Planning Committee may review the Departmental Report on Plans and Priorities including the Greening Government Operations Supplementary Table.
The Deputy Minister Management Committee (DMMC) reviews results for select Departmental Sustainable Development commitments in the DM Scorecard on a quarterly basis.
The Audit and Evaluation Committee reviews summary results for the Department's Sustainable Development commitments presented in Section I of the annual Departmental Performance Report.
Strategic Environmental Assessment (SEA)
Planned Highlights and Commitments
As noted in PWGSC's Report on Plans and Priorities 2012-13:
The Federal Sustainable Development Strategy (FSDS) outlines the Government of Canada's commitment to improving the transparency of environmental decision-making by articulating its key strategic environmental goals and targets. PWGSC ensures that consideration of these outcomes is an integral part of its decision-making processes. In particular, through the department's Strategic Environmental Assessment (SEA) process, for any policy, plan, or program proposal for which Cabinet or Ministerial approval is sought, a review must be conducted to assess potential important environmental effects, including its impact on the department's ability to achieve its FSDS goals and targets.
The management system for SEAs within PWGSC is described in a departmental Directive. This directive defines the framework under which departmental obligations related to the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals are to be met. The responsibilities and accountabilities of the DM, sponsoring Branch heads and Regional Directors are outlined, as well as those for the oversight sectors providing important technical advice, compliance monitoring and reporting functions.
