Real Property Service Delivery
Guided by a National Service Management Strategy that advocates its employees manage the work rather than deliver it, Public Works and Government Services Canada (PWGSC) develops strategic real property contract mechanisms designed to leverage private sector capacity, agility and expertise.
Established in 1998 and repeated in 2005, the current Alternative Forms of Delivery (AFD) contracts allow PWGSC to engage the private sector in providing property management and project delivery services for most of the buildings under its custody.
PWGSC is also planning for the procurement of Real Property-1: Property Management and Project Delivery Services (RP-1) contracts to eventually replace the AFD mechanisms. This new contract name better reflects the operating reality within government – one where leveraging the private sector is no longer deemed an "alternative", but rather the normal way of doing business. Real Property-1 also opens the door to possible development of additional service delivery contracts as needs dictate.
