The prices and technical details of the printers selected as result of the evaluation and selection process based on their Value Factor have been set out in the BEST VALUE GRID (www).
These NMSOs include the following Groups of printers that are intended to satisfy the majority of Canada's printing needs. For printer requirements that Public Works and Government Services (PWGSC) determines cannot be met by any of these Sub-Categories, other purchasing methods will be used. However, these NMSOs are intended to be the primary purchasing vehicle for printers for the Government of Canada.
Group 1 includes Canada's core printer needs representing the bulk of anticipated purchases. The printers in this Group are the most commonly found printers in a typical Government office environment.
Group 2 includes the remainder of Canada's major printer needs, but represents more specialized requirements than the printers in Group 1.
Call-up Limitations as detailed at Annex C, Call-up Limitations of the Terms and Conditions will allow for the issuance of Call-ups against any active Standing Offer by Authorized Users (subject to limitations).
PWGSC will allow all Offerors (both Inactive and Active) in each Sub-Category to reduce their pricing voluntarily on a monthly basis. The downward price revision process will allow PWGSC to identify, for the next one month period, the Offerors for each Sub-Category having printers with Value Factors falling within 20% of the best Value Factor. These Offerors are referred to as the "Active Offerors", as only their Products will be available to Authorized Users for Call-ups during the one month period. The new Active Offerors and their prices will be posted in the Best Value Grid for use on the first business day of the month following receipt of the price revision request.
The selection of a limited number of Offerors providing a limited number of printers in a limited number of categories, and the insistence that they provide adequate value to the government buyer is meant to encourage suppliers to give us the best prices possible while providing the level of service described in the RFSO.
While we recommend that the user select the Best Value printer at any dollar value, $25K is the level under which it is not required to select the competitive winner. Therefore, any Active Offeror's listed printer can be selected. The principal call-up limitations of either $400K (Group 1) or $200K (Group 2) go to the competitive winner; that is, the printer with the best Value Factor for the Sub-category.
Call-ups may not be directed to Inactive offerors for the supply of printers unless issued by the Contracting Authority.
