Pay Modernization Project

Public Works and Government Services Canada (PWGSC) awarded a contract to IBM Canada Limited on June 29, 2011 to design and implement the new pay solution for the Government of Canada (GC) as part of the Pay Modernization Project.

The goal of the Pay Modernization Project is to replace the 40-year-old central Pay System with a modern, commercial, off-the-shelf (COTS) pay system. Once implemented, this solution will establish a platform for more efficient compensation processes. It will provide a new pay system that will benefit all departments. It will also offer extensive Web capabilities for managers and employees of departments using the government-endorsed GC Human Resource Management System (PeopleSoft).

IBM is leading a team that is composed of IBM Canada LTD., Deloitte Inc., Oracle Canada ULC and Vendita Technology Group. The new pay solution will be based on Oracle and IBM COTS software components, which include PeopleSoft Payroll. The entire Project is expected to be completed by 2015.

Consolidation of Pay Services Project

Tools and approaches to support the compensation community through transition have been finalized and shared with all departments and agencies. These tools will assist in career planning activities and in the development of individual employee transition plans. Departments and agencies will work closely with PWGSC to develop detailed plans on how both pay services, as well as employees, will be supported through the transition to the new Pay Centre of Expertise. You should be receiving additional details on this through your Head of Human Resources.

Work continues on hiring processes and on securing an interim location for the Centre of Expertise for the first wave. Stay tuned for more details in future editions of our monthly newsletter.
