Question 1: What is the Consolidation of Pay Services Project all about?
Public Works and Government Services Canada (PWGSC) received Treasury Board approval to consolidate pay services into a single region located in Miramichi, New Brunswick.
The Consolidation of Pay Services Project will gradually transfer pay administration services to the Centre of Expertise (CoE) for departments using the Government of Canada Human Resources Management System (PeopleSoft) over a five-year period starting in January 2012.
Question 2: What is the plan for transferring work from departments to the Centre of Expertise?
The consolidation of pay services from departments and agencies will be done over a period of five years. The plan is to transfer approximately 92,000 pay accounts in the first three waves according to the following:
- Wave 1 - starting January 2012: 20,000 accounts
- Wave 2 - starting July 2013: 40,000 accounts
- Wave 3 - starting April 2014: 32,000 accounts
A fourth wave beginning in 2015-2016 will transfer an additional 92,000 accounts.
Question 3: When will the work in my department be transferred?
The Consolidation of Pay Services Project (Phase 1) is limited to departments using the standard GC Human Resource Management System (PeopleSoft). Decisions on specific scheduling for each department will be made collaboratively between PWGSC and senior departmental officials. PWGSC is working closely with departments, agencies and other important stakeholders to outline the approach that will be taken to ensure employment is maintained and service continues without disruption while work is gradually transferred over the next five years.
Question 4: What is the recruitment process for the CoE?
Recruitment activities will be underway in January 2011 and will result in approximately 146 staff in place in Miramichi, beginning in January 2012.
Internal and external processes will be used to staff employment opportunities within the CoE.

Question 5: How do I proceed if I am interested in deploying to a position in the Centre of Expertise?
In order to ensure a fair and transparent process, posters will be issued to solicit applications for deployment. Interested employees should apply and they will be assessed using only their resume and reference checks to ensure that their skill set is appropriate for the work to be performed. The actual date of deployment will take into consideration the work transfer schedule to ensure service sustainability.
Question 6: Will my relocation expenses be paid?
Yes, relocation costs will be borne by the employer in accordance with the Relocation Directive (National Joint Council).

Question 8: Will the current compensation advisor be able to fit the future profile for work in the Centre of Expertise with or without training?
A fully qualified compensation advisor will require minimal training. We expect that everyone will need some skills development and orientation around the use of the new technology and procedures.
Question 9: What kind of training will be offered to new AS-01 Compensation Trainees?
A professional development program similar, to the one which currently exists in departments, will be used. Those appointed to the AS-01 position will be part of the program which is composed of a combination of classroom, on the job training and coaching. The program lasts 18 months and, if successful, the employee is appointed to the AS-02 working level.
Question 10: What rights do I have with regards to the position that I occupy?
Rights of all employees flow from their terms and conditions of employment and from their collective agreements.
