Compensation Training

Many aspects of a compensation advisor's work are both complicated and critical. High levels of accuracy are also essential. To make sure that all compensation advisors are prepared to do their job, we have carefully developed a wide variety of courses and learning tools. These will help you gain the knowledge and some of the experience required to perform your tasks.

Level of Service

  1. The Compensation Business Line training component is committed to the development, delivery and validation of a National Compensation Training Program which provides continuing training, that includes introductory and advanced courses, as well as one-time training, as dictated by business requirements, in pay, pension and insurance matters for external clients.
  2. The Compensation Business Line training component is committed to the delivery of its continuing core courses as advertised in the Public Works and Government Services Canada (PWGSC) National Course Outline and regional calendars published on the PWGSC Compensation Sector Web site during the fourth quarter of each fiscal year. Postponement or cancellation of a course will only be considered as a last resort.

Principles

  1. Training will be delivered from eight PWGSC sites, namely the six pay office sites, (Halifax, Montréal, Toronto, Ottawa, Edmonton and Vancouver) and two remote classroom sites, (St-John's, Newfoundland and Winnipeg, Manitoba).
  2. The regional practice of providing training in client locations or in locations close to the clients is encouraged as long as class size and costs make it efficient to do so.
  3. PWGSC will endeavor to offer each pay, pension and insurance course at least once per fiscal year in each of its delivery sites. Additional courses will be offered based on client demand.
  4. Experience and course prerequisites will be adhered to unless a client invokes that there are extenuating circumstances, such as time constraints.
  5. A minimum of six participants is required to render delivery services financially viable.
  6. Client requests for customized courses will be considered, on a cost recovery basis, if time and resources are available.

Roles and Responsibilities

Each key player must understand his/her role and responsibilities to provide and receive effective training. Please select your status from the list below to acknowledge your role and responsibilities as well as those of other key players.

Learners

As a learner, you are the training recipient and are responsible for

  1. Preparing your individual training plan and, when applicable, your learning contract with your supervisor's assistance;
  2. Meeting the prerequisites;
  3. Obtaining approval from your supervisor to participate in any learning activity i.e. classroom, on-line or self-paced training and advising him as soon as possible if you become unable to participate in a learning activity for which you where registered;
  4. Applying for the courses by completing the formal training application;
  5. Sending confirmation of attendance to the appropriate Public Works and Government Services Canada (PWGSC) Regional Training Group;
  6. Completing the assignments i.e. the self-paced modules, on-the-job assignments and evaluations within the required time frames;
  7. Seeking clarification from your supervisor as required during the above process;
  8. Participating in the various training activities.

Supervisors

Supervisors provide support to their employees before, after and sometimes during the learning activities provided by PWGSC.

Supervisors are also responsible for:

  1. Participating in the development of the learner's training plan and, when applicable, the learning contract;
  2. Ensuring that learners meet the prerequisites;
  3. Providing sufficient time for the learners to complete the different modules;
  4. Supervising the learners'progress through the self-paced modules;
  5. Supervising the learners'progress during on-the-job training assignments;
  6. Providing or serving as a mentor/coach throughout the learning period;
  7. Providing work assignments that complement the training program and ensuring the learner gets sufficient practice to reinforce the training;
  8. Forwarding the results of the self-paced modules to the relevant PWGSC Regional Training Group for record keeping;
  9. Consulting with the relevant PWGSC Regional Training Group for clarification with regards to course outlines and content during the learners training period as required;
  10. Following up on recommendations by the relevant PWGSC Regional Training Group;
  11. Identifying weaknesses and recommending further additional unique or customized training if required;
  12. Forwarding to the relevant PWGSC Regional Training Group the learners course cancellations in accordance with the registration and cancellation policy.

Regional Training Groups

There are six Public Works and Government Services Canada (PWGSC) regional training centres across Canada:

  • Halifax, Nova Scotia
  • Montréal, Quebec
  • Ottawa, Ontario
  • Toronto, Ontario
  • Edmonton, Alberta.
  • Vancouver, British-Columbia.

Training is also offered, on demand, from two sites other than the Regional Training Centres (St-John's, Newfoundland and Labrador and Winnipeg, Manitoba).

The regional training groups are responsible for:

  1. Providing classrooms and equipment when delivering training in one of the eight PWGSC sites and training material at all times;
  2. Scheduling courses;
  3. Publishing course schedules at least once a year and registering learners after the receipt of a fully completed application form;
  4. Sending joining instructions to learners;
  5. Preparing instructors to animate the courses;
  6. Maintaining training records for the current fiscal year;
  7. Evaluating their instructors;
  8. Participating in the revision of existing courses and development of new courses;
  9. Participating in the analysis of clients'training needs;
  10. Providing assistance or facilities to disabled persons;
  11. Maintaining distribution/contact lists;
  12. Providing custom designed courses, on a cost recovery basis, if time and resources are available;
  13. Providing on-site services where feasible;
  14. Evaluating the learner's progress and providing feedback to learners and supervisors.

Registration and Cancellation Policy

This policy rests on the following principles:

  • Learning occurs best when conditions defined by the course design are met.
  • The demonstration of mutual courtesy and respect combined with a willingness to understand and support each other's business activities are the foundations of sound partnerships.

Registration

Compensation training is intended primarily for officers responsible for compensation administration within organizations to whom Public Works and Government Services Canada (PWGSC) renders payroll, insurance and/or pension services. The National Course Outline provide the particulars related to each course. Each regional training group is responsible for the establishment of their own course calendar. You can find your region's course calendar by accessing the Regional Training Centres Web site for your region. Application forms must be forwarded via the training Web site to your regional training group at least six weeks prior to the course start date. Seats will be reserved on a first-come, first-served basis. Should a course be full, send your application for the selected course, as you would normally do, to your regional training group and indicate the month during which you would prefer to take the course. They will get back to you shortly after receiving your application to let you know the status of your application. They may offer you alternate dates for the course or add your name to a waiting list. There are no direct costs for clients when attending training courses with the regional training groups.

Cancellation, Rescheduling and "No Show" Policy

Public Works and Government Services Canada (PWGSC) is committed to delivering its calendar of courses as advertised. However, if there is an insufficient number of participants registered or circumstances occur that would jeopardize the achievement of a course objective, PWGSC reserves the right to postpone or cancel the scheduled course offering.

As soon as it is known that a participant will not be able to attend a scheduled course, the client department must submit a cancellation form via the training Web site to avoid cancellation fees. No charges will apply if the cancellation notice is received at least ten (10) working days prior to the course start date.

The department or organization of the participant who fails to attend the course ("no show") or who cancels less than ten (10) working days prior to the course start date will be invoiced $100 per scheduled day of training. When a written or verbal notification (e.g. email or telephone) is received in advance, PWGSC will accept an appropriate substitute who meets the prerequisites of the course as indicated in the National Course Outline. In all cases, a registration form is required for the substitute.
