The Transformation of Pay Administration (TPA) Initiative was launched in 2009 to transform the Government of Canada's pay administration system, renew business processes and consolidate pay services. Falling under the umbrella of the Transformation of Pay Administration Initiative, the Pay Modernization Project was established to replace the outdated federal pay system with a new pay and benefits solution known as Phoenix.

Phoenix features web-based self-service capabilities for employees and managers and is integrated with the endorsed Government of Canada (GC) Human Resources Management System (PeopleSoft).
