What Is the ES Development Program

How to Apply



Candidates must apply through the Public Service Commission (PSC), which oversees the application process.

The ES Development Program’s competition is posted on the PSC website in September.  The site contains the application form and detailed information on how to apply.  


Questions regarding the online application process should be directed to the PSC.
 
At the present time, the ESDP does not accept applications directly.


Entrance Requirements

ESDP welcomes applications from individuals who meet the following screening criteria:

  1. Area of Selection
    Persons residing in Canada and Canadian citizens residing abroad.  Preference will be given to Canadian citizens.
  2. Education
    Entry level Policy Analyst stream positions require a master’s degree in economics, sociology, or political science with a familiarity of statistics. Entry level Epidemiologist stream positions require a master’s degree in epidemiology, public health, or community health.
  3. Experience
    Public health work experience may be required for some placements.

Competitive Process

Candidates who meet the above screening requirements are assessed according to a Statement of Merit Criteria. The assessment process may include a combination of:

  • a written test (knowledge and/or skill)
  • an interview / simulations
  • reference checks.   

Successful candidates enter a qualified pool from where appointments are made to ESDP positions in variety of PHAC placements (see below).

Security

All ESDP participants must be security cleared prior to appointment to the ESDP.

Language Requirements

Typically, various linguistic profiles will be required (English, French or bilingual), and qualified pools of candidates will be established for each linguistic requirement.  Second language examinations (SLE) will be arranged for candidates seeking bilingual positions.
