COUNCIL ARRANGE TO COMPLETE WATERWORKS AND SEWERAGE SYSTEMS

A regular meeting of the town council was held on Monday evening, Mayor Power and councilors Yoerger, Telfer, Russell, Dohm and Watson present.

A communication from the Secretary of the Union of Saskatchewan Municipalities in connection with this year 's convention to be held in Humboldt was read. It was decided to hold a special meeting Wednesday morning to discuss the necessary arrangements.

A letter was received from Dr. A. M. Brown asking for a refund of the rent of the hall for the Cadet Corps entertainment. A motion was passed making a refund of 50 per cent.

The health committee reported that the nuisance ground had been cleaned up, and all refuse, burned as much as possible. The committee was instructed to have more signs put up directing the way to the grounds.

A report was presented from the band, giving a statement of their assets and liabilities.

Reports were also presented from the health officer, chief of police and the rink manager.

A bylaw providing for an advance from the Union Bank of Canada on current taxes, to the

amount of $42,651.37, and also a bylaw providing for an advance of $22,348.63, on the arrears of taxes were introduced and passed.

A bylaw amending by law No. 144, relating to the procedure of water and sewerage service connections, was introduced and passed.

In connection with the financing of the work yet to be done on the completion of the waterworks and sewerage systems, the town up to the present not having received a satisfactory offer for the debentures which have been issued to cover the cost of the works, is making arrangements with the contractors by which the town will give notes, to become due in 1917, for the work done and the contractors to hold the debentures during that time as security. If the debentures are not sold by June 1917, the contractors will have the option of taking them up or disposing of them at not less than 92. This arrangement has been approved by the provincial government board. A formal agreement setting out the full particulars has been drawn upon and will be signed by the town and the contractors.

The town will thus be enabled to proceed with the completion of the waterworks system.
