Level Descriptors (CLB)

The CLB assesses three areas of language ability: listening/speaking, reading and writing. Each of these skill areas has 12 levels of competency called Benchmarks which are grouped into 3 stages. In addition, the CLB document contains benchmarks for literacy, which include reading, writing, and math.  Clients eligible for LINC 1, 2, or 3 are those assessed at Benchmark 1-4 in the listening/speaking skill; Benchmark 1-3 in the reading skill; or Benchmark 1-3 in the writing skill.  In addition to the regular LINC program there is a pilot project offering LINC 3+ which is funded by Citizenship and Immigration Canada (CIC).  Clients elegible for LINC 3+ are assessed at Stage 2 (Benchmarks 4-8). 

Together with the LINC 3+ program, LINC is able to serve beginner, intermediate, and advanced clients.  LINC programs also provide childminding for parents with young children.

CLB Benchmarks 1-8 are described below along with the Literacy benchmarks.  The CLB descriptors are taken from the document, Canadian Language Benchmarks published by Citizenship and Immigration Canada (Working Document 1996).  For complete information please refer to this document.
