General description

  • Learner functions minimally in understanding written text
  • May be literate in the same alphabet (may know and recognize all the familiar letters in print, both upper and lower case).
  • Shows little word sight recognition except for a small number of familiar words and simple learned phrases in predictable contexts related to immediate needs.
  • No ability to phonetically decode and sound out unfamiliar words, unless they contain sequences of letters and soundsymbol correspondences known from first language or previous learning.
  • Can match illustrations and written short sentences with some familiar content words (i.e. lexical words).
