General description

Learner functions minimally in understanding written text
May be literate in the same alphabet (may know and recognize all the familiar letters in print, both upper and lower case).
Shows little word sight recognition except for a small number of familiar words and simple learned phrases in predictable contexts related to immediate needs.
No ability to phonetically decode and sound out unfamiliar words, unless they contain sequences of letters and soundsymbol correspondences known from first language or previous learning.
Can match illustrations and written short sentences with some familiar content words (i.e. lexical words).
