In 1791, John Graves Simcoe was given the post of the first Lieutenant Governor of Upper Canada. By 1792 Lieutenant Governor Simcoe had divided Upper Canada into nineteen counties. The sixteenth was called the County of Norfolk. In 1974 the counties of Norfolk and Haldimand merged to form the Regional Municipality of Haldimand-Norfolk as we know it today.
