SECRETARIES OF STATE

Prime Minister Chrétien announced the formation of his Cabinet on November 4, 1993. The new position of Secretary of State was created to provide additional support to Cabinet Ministers and to the Government as a whole in meeting the objectives set out by the Prime Minister.

Secretaries of State are sworn to the Privy Council and are members of the Ministry. As such, they are bound by collective responsibility. They are not, however, members of the Cabinet. Secretaries of State are assigned to assist Cabinet Ministers in specific areas within their portfolios.

Secretaries of State are paid 75% of a Cabinet Minister's salary. For legal purposes, the Secretaries of State are formally appointed as Ministers of State to Assist.

1 After the defeat of the Government in the general election of October 25, 1993, Campbell formally tendered her resignation on November 4, 1993. On the same day the Twenty-Sixth Ministry took office. It was composed of 22 Cabinet Ministers and eight Secretaries of State who, although part of the Ministry, were not members of Cabinet.

2 The office of the Minister of Agriculture was abolished. The office of the Minister of Agriculture and Agri-Food was established by Statute of Canada, 1994, c. 38, assented to on November 24, 1994 and in force on January 12, 1995.

3 Dingwall was also appointed Minister of Public Works and Minister of Supply and Services.

4 Manley was also appointed Minister of Industry and Minister of Western Economic Diversification. He was given the title of Minister responsible for the Federal Office of Regional Development - Quebec.

5 Tobin was also appointed Minister of Industry and Minister of Western Economic Diversification. He was given the title of Minister responsible for the Federal Office of Regional Development - Quebec. He resigned from the Ministry on January 14, 2002.

6 Rock is also Minister of Industry and Minister of Western Economic Diversification.

7 The office of the Minister of Communications and the office of the Minister of Multiculturalism and Citizenship were abolished. The office of the Minister of Canadian Heritage was established by Statutes of Canada, 1996, c. 11, assented to on June 15, 1996 and in force on July 12, 1996.

8 Copps retained the title of "Deputy Prime Minister".

9 The office of the Minister of Citizenship and Immigration was established by Statute of Canada, 1994, c. 31, assented to and in force on June 23, 1994.

10 Marchi remained Secretary of State of Canada.

11 Robillard was also appointed Secretary of State of Canada.

12 Dupuy was also appointed Minister of Multiculturalism and Citizenship.

13 Copps retained her title of "Deputy Prime Minister". She was also appointed Minister of Multiculturalism and Citizenship. She resigned from the Ministry on May 1, 1996 and was sworn-in under the same portfolio on June 19, 1996.

14 The office of the Minister of Consumer and Corporate Affairs was abolished. The office of the Minister of Industry was established by Statutes of Canada, 1995, c. 1, assented to on March 16, 1995 and in force on March 29, 1995.

15 Manley was also appointed Minister of Industry, Science and Technology.

16 The office of the Minister of Employment and Immigration was abolished. The office of the Minister of Human Resources Development was established by Statutes of Canada, 1996, c. 11, assented to on

May 29, 1996 and in force on July 12, 1996.

17 Axworthy was also appointed Minister of Labour and Minister of Western Economic Diversification.

18 The office of the Minister of Energy, Mines and Resources and Minister of Forestry was abolished. The office of the Minister of Natural Resources was established by Statutes of Canada, 1994, c. 41, assented to on December 15, 1994 and in force on January 12, 1995.

19 McLellan was also appointed Minister of Forestry.

20 Copps was also given the title of "Deputy Prime Minister".

21 Martin was also given the title of Minister responsible for the Federal Office of Regional Development - Quebec.

22 Manley retained the title of "Deputy Prime Minister" and "Minister of Infrastructure".

23 Tobin resigned from the Ministry of Fisheries and Oceans on January 8, 1996 to become Premier of Newfoundland.

24 The office of the Secretary of State for External Affairs was abolished. The office of the Minister of Foreign Affairs was established by Statutes of Canada, 1995, c. 5, assented to on March 26, 1995, and in force on May 13, 1995.

25 McLellan was also appointed Minister of Energy, Mines and Resources.

26 The office of the Minister of National Health and Welfare was abolished. The office of the Minister of Health was established by Statutes of Canada, 1996, c. 8, assented to on May 29, 1996 and in force on July 12, 1996.

28 Manley was also appointed Minister for the Atlantic Canada Opportunities Agency and Minister of Western Economic Diversification on January 25, 1996. He was also given the title of Minister responsible for the Federal Office of Regional Development - Quebec.

29 Tobin was also appointed Minister for the Atlantic Canada Opportunities Agency and Minister of Western Economic Diversification. He was also given the title of Minister responsible for the Federal Office of Regional Development - Quebec. He resigned from the Ministry on January 14, 2002.

30 Rock is also Minister of Atlantic Canada Opportunities Agency and Western Economic Diversification.

31 Manley was also appointed Minister of Consumer and Corporate Affairs.

36 Axworthy was also appointed Minister of Employment and Immigration and Minister of Western Economic Diversification.

37 Gagliano remained Deputy Leader of the Government in the House of Commons.

38 Dupuy was also appointed Minister of Communications.

39 Copps was appointed Minister of Communications and retained her title of "Deputy Prime Minister". She resigned from the Ministry on May 1, 1996 and was sworn-in to the same portfolio on June 19, 1996.

40 Collenette was also appointed Minister of Veterans Affairs. He resigned from the Ministry on October 4, 1996.

41 Eggleton resigned from the Ministry on May 26, 2002.

42 The office of the Minister of Supply and Services was abolished. The office of the Minister of Public Works and Government Services was established by Statutes of Canada, 1996, c. 16, assented to on

June 20, 1996 and in force on July 12, 1996.

43 Dingwall was also appointed Minister of Supply and Services and Minister for the Atlantic Canada Opportunities Agency.

44 Marleau was also appointed Minister of Supply and Services.

45 Dingwall was also appointed Minister of Public Works and Minister for the Atlantic Canada Opportunities Agency.

46 Marleau was also appointed Minister of Public Works.
