On June 12, 2008, the Governor in Council issued
an Order in Council setting out the
Terms of Reference for the Oliphant Commission, formally named the
Commission of Inquiry into Certain Allegations Respecting Business and
Financial Dealings Between Karlheinz Schreiber and the Right Honourable
Brian Mulroney. The Honourable Jeffrey Oliphant, a justice of the Court
of Queen’s Bench of Manitoba, has been appointed Commissioner under
Part 1 of the Inquiries Act.
The Inquiry will be conducted in two phases. During the first phase, the
Commissioner will hear testimony regarding the factual matters raised
in the terms of reference. Phase two will deal with the policy issues
identified in the terms of reference.
