The tenth annual collection of the best Canadian Editorial Cartoons contains more than 225 cartoons which have appeared in the nations's newspapers. Organized loosely into eight sections, the work of the 48 cartoonists serves as sharp comment on and reminders of the major national and international events of 1994. A lighthearted, one-page introduction to each of the sections helps to explain its scope and purpose. As the October, 1993 federal election occurred too late to be included in the 1993 collection, its results become the central focus for one section, ``Democracy on Parade," or, ``295 reasons why the Rhinoceros Party should have hung on for one more election." Other major Canadian topics include the state of the nation's economy, crime and violence, and smoking and smuggling.

While many cartoons relate to significant and continuing issues, like the Canadian Red Cross tainted-blood ``scandal," some refer to quite specific events, like the pair about the Girl Guides dropping ``the Queen" from their ``promise," or the five cartoons that speak to the decision by a branch of the Royal Canadian Legion to ban turban wearers.

The book concludes with a ``Biographies" section where, alphabetically by their ``signature," each of the 47 male and one female cartoonists has a profile with a photo and a sample of their work.

While the collection can be enjoyed just for its humour and social comment, it offers much to art classes plus Canadian and modern world history courses. Though the newspaper in which each cartoon is identified, unfortunately, the date of its appearance is not.

Highly recommended.
