Stephen Rigby began his career with Revenue Canada, Customs and Excise, in 1980. He held a number of senior positions at Revenue Canada, the Canada Customs and Revenue Agency, and the Canada Revenue Agency. These included Director General, and subsequently Assistant Commissioner, Corporate Affairs Branch; Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch; and Assistant Commissioner, Policy and Planning Branch.
In July 2005, Mr. Rigby joined the Privy Council Office as Assistant Secretary to the Cabinet, Security and Intelligence. In May 2006, he assumed additional responsibilities as Acting National Security Advisor to the Prime Minister.
In June 2006, Mr. Rigby became Executive Vice-President of the Canada Border Services Agency. In March 2008, he joined Foreign Affairs and International Trade Canada as the Associate Deputy Minister of Foreign Affairs.
Mr. Rigby became the President of the Canada Border Services Agency on August 1, 2008.
