What are PWGSC Property Management and Project Delivery Services contracts (RP-1)?

As the Government of Canada's real estate expert, PWGSC manages one of the largest and most diverse real estate portfolios in the country, with seven hundred federal properties and close to four hundred leased buildings nationally. Throughout the years, PWGSC has established innovative partnerships with the private sector to provide property management and project delivery services for most of the buildings in its custody.

Since 1998, through the Alternative Forms of Delivery (AFD) initiative, PWGSC has delivered building management services through private sector service providers, thereby reducing costs while improving speed and efficiency of service compared with in-house maintenance. Given the model's success, the exercise was repeated in 2005, and PWGSC awarded eight multi-year contracts to SNC-Lavalin O&M (previously SNC-Lavalin ProFac) to manage and maintain federal properties and leases across the country. These contracts expire on March 31, 2015.

The Real Property–1: Property Management and Project Delivery Services initiative, commonly referred to as RP-1, is the replacement mechanism for the expiring AFD contracts.
