Insurance

Important: 2015-08-28

Please do not process any Public Service Health Care Plan (PSHCP) transaction in the Compensation Web Applications (CWA) on Monday, August 31, 2015. Public Works and Government Services Canada is changing the Employer rate of the PSHCP single level 1 coverage to $108.87 and changing to $108.88 for the family level 1 coverage. Any PSHCP transaction submitted on August 31 will be in error and will require a correction. Compensation advisors will be able to enter the PSHCP transactions in the CWA as of September 1, 2015.

The problems identified in previous broadcast message for Public Service Health Care Plan transactions rejecting due to the error message code 249 or U42, has been resolved.

Please re-process applications with an effective date prior to April 1, 2015.

Important: 2015-03-27

The Public Service Health Care Plan (PSHCP) rates effective April 1, 2015 with the deduction effective March 1, 2015 will be available on the Deduction/Entitlement control file for deduction codes 703, 708, 713, 854, 855, 856, 857 and 872 on March 31, 2015. Public Works and Government Services Canada (PWGSC) will do an automatic bulk change for the first pay of April. Note that the March contributions will be refund and full contribution for March and April be taken on the first pay of April.

Important: 2015-02-13

We have identified an issue with transactions processed in the Compensation Web Application for the Public Service Health Care Plan. Some transactions are rejected with the error message code 249, which is (The "Effective From" date of the transaction is greater than the pay period end date). Public Works and Government Services Canada is currently working on a solution and you will be advised when the issue is corrected.

Important: 2015-02-02

As indicated in the broadcast message of January 15, the premium holiday ceased for the PSMIP Executive plan for the Basic Life and Dependents' Insurance effective January 1, 2015. Therefore, affected employees will see a taxable benefit on their pay stubs each month as well as on their statement of remuneration for 2015. See the Insurance Administration Manual (IAM 4-22-11).

Important: 2015-01-15

The Public Service Management Insurance Plan premium holidays have been modified effective January 1, 2015. There is a new premium holiday from January 1, 2015 until December 31, 2015 for the Long Term Disability and the Main Plan Basic Life insurances. The premium holiday continues until December 31, 2015 for the following insurances:

  • Supplementary Life
  • Main Plan: Accidental Death and Dismemberment (AD&D) and Dependants
  • Executive Plan: AD&D
  • Judges Plan: Basic Life

Under the Executives Plan, there is a re-instatement of premiums effective January 1, 2015 for the Basic Life and Dependants insurances. An Information Notice will be posted shortly on the Treasury Board Secretariat website.

Following our communiqué on overpayments removal, this is a reminder that on August 6th, all overpayments on accounts that are Struck Off Strength (SOS) prior to 01/01/2006 will be removed from the Regional Pay System (RPS). It is imperative that you advise us at Pay Policies (TPSGC.PolitiquesdePaies-PayPolicies.PWGSC@tpsgc-pwgsc.gc.ca) if you have collected an overpayment that is no longer listed in RPS.

Your email must include the following information: Pay office (PO), Department (Dept), Pay list, Personal Record Identifier (PRI), Name, Amount, how and when it was paid.

Please do not assume that the overpayment is no longer valid or has been recovered if it is no longer showing in RPS.

Attention: 2015-06-11

Please be advised that as part of the Pay Modernization Project, PWGSC will be implementing the Single Personal Record Identifier (PRI) Initiative. In preparation for the conversion to Phoenix, the online screens for the Central Index System (INQUIRY/ADD/CHANGE) will be modified effective June 2, 2015, to include the PAY SYSTEM INDICATOR (P=PHOENIX, A=RPS, D=DELETED), and the PRI STATUS INDICATOR (A=ACTIVE, I= INACTIVE). This new functionality will ensure that an account can only have one PRI in Phoenix, whether employed by a Crown Agency or Treasury Board department. Note that until the first roll-out for the conversion to Phoenix, these indicators will reflect the applicable values for the Regional Pay System, for information purposes only; client departments and pay offices will not be able to make changes to these fields. Current procedures remain in effect.

Important: 2015-05-05

The Regional Pay System and the Compensation Web Applications will not be available on May 14, 2015 in order to conduct full simulation tests for Phoenix conversion. Compensation Advisors will not be able to enter or complete payroll transactions. Employees and Managers will not be able to access payslips, extra duty pay, insurance or pension applications. The supplementary pay run will be rescheduled to May 15, 2015. An amended pay processing schedule will be posted shortly. Public Works and Government Services Canada will provide an update when the tests are completed and the systems are back online. Important: 2015-03-06

This message relates to the delivery of printed tax slips by departments. For tax slips that were couriered that had no address printed on them, departments will need to hand deliver them (or via internal mail), or if distributed by mail, repackage them in a new envelope with the complete mailing address and applicable postage. Departments cannot use the envelope and postage provided by Canada Post.

A number of tax slips that were to be printed or provided via epost to employees who do not have access to the Compensation Web Applications (CWA), were not produced last week as planned. Missing slips are now being printed and mailed to individuals' home addresses where known, or being couriered to departments. Departments may want to strengthen communications with employees without CWA access and to encourage them to contact their compensation advisor or use their Canada Revenue Agency's and Revenu Quebec's My Account. Public Works and Government Services Canada will also, upon request to the CWA Help Desk (awraide.cwahelp@pwgsc-tpsgc.gc.ca), provide tax slips directly.

Information: 2015-01-07

The fix for the previously reported problem with the finalization of SOS under 7C with a recovery of 1H2, will be in production tonight. Departments can now resume reporting their SOS transactions and termination entitlements. Pay offices will be reissuing the supplementary payments for those that were recalled or intercepted earlier and updated in the system. Thank you for your patience.

This is to inform you that the annual allowance of 1.5% for the Engineering and Scientific Support (EG), ENT code 1H6, is not paid automatically when a retroactive supplementary payment is issued due to a change in basic pay (i.e. Acting, Increments, etc.). Consequently, a manual adjustment is required by processing an EAJ 1H6 transaction.

Further to our earlier message dated December 29th, we expect to resolve the problem shortly. Until further notice, departments and pay offices should not report SOS transactions or supplementary payments under 7C that could recover the transition pay. We will keep you updated.
