- This Framework proposes a two-pronged approach -- communications plans and strategies, and particularly campaigns, should focus on:
- Key priorities -- to ensure they are effectively communicated and properly funded; and that these key priorities actually receive priority over other initiatives or programs; and
- Service -- a service orientation should be the focus of all corporate initiatives and the basis on which the government approaches its communications with Canadians.
- An approach focussed on service recognizes what and how Canadians wish to receive information -- whether it is on key priorities, new initiatives or programs.
