Public Servants Disclosure Protection Tribunal

The Tribunal is chaired by the Honourable Luc Martineau. Justice Martineau was one of the inaugural members of the Tribunal. He was appointed Chair on June 18, 2010.

The Tribunal is composed of two members, the Honourable Sean Harrington and the Honourable Marie-Josée Bédard. Both are judges of the Federal Court.

Biography

The Honourable Luc Martineau
Justice Martineau received a Licence in Civil Law in 1977 and a Master's Degree in Public Law in 1985 from the University of Ottawa. He was called to the Quebec bar in 1978. He served as Legal Counsel to the Canada Labour Relations Board from 1979 to 1981, was associate and partner at the law firm Robert, Dansereau, Barré, Marchessault & Lauzon in Montreal from 1981 to 1990, and then partner at Langlois Robert in Montreal from 1990 to 1996.

Justice Martineau established a firm and practised as lawyer, arbitrator and mediator in Montreal from 1996 to 2002. He was appointed Judge of the Federal Court and ex officio member of the Court of Appeal on January 25, 2002, and Judge of the Court Martial Appeal Court of Canada on April 18, 2002.

Justice Martineau was appointed member of the Public Servants Disclosure Protection Tribunal on June 27, 2007. He has been Chair of the Tribunal since June 18, 2010.

The Honourable Sean Harrington
Biography

The Honourable Sean Harrington
Born in Montreal, Justice Harrington received a Bachelor of Laws from McGill University in 1968. He was called to the Quebec Bar in 1969 and the Law Society of Upper Canada in 1978. He was a partner with the firm Borden, Ladner, Gervais for several years.

Justice Harrington is past President of the Canadian Maritime Law Association, past Chairman of the Average Adjusters Association of Canada, past Vice President of the Association of Maritime Arbitrators of Canada and past Treasurer of the Bar of Montreal. He was appointed Judge of the Federal Court and ex officio member of the Federal Court of Appeal on September 16, 2003, and Judge of the Court Martial Appeal Court of Canada on March 23, 2004.

On March 3, 2011, Justice Harrington was appointed to the Public Servants Disclosure Protection Tribunal for a four-year term.

The Honourable Marie-Josée Bédard
Biography

The Honourable Marie-Josée Bédard
Born in Montreal, Justice Bédard studied at the University of Ottawa where she obtained a bachelor’s degree in administration in 1989 and a degree in civil law in 1992.
Admitted to the Quebec Bar in 1993, she practiced with the firm Bédard, Saucier in employment, administrative and municipal law.

In 1999, Justice Bédard joined the Société de transport de l'Outaouais where she held the positions of Director of Human Resources and Legal Counsel for labour relations, Special Advisor to Senior Management, and General Manager. In 2008, she was appointed Vice-Chair of the Public Service Labour Relations Board.

On May 14, 2010, she was appointed Judge of the Federal Court and ex officio member of the Federal Court of Appeal. On March 3, 2011, Justice Bédard was appointed to the Public Servants Disclosure Protection Tribunal for a five-year term.
