Report on Plans and Priorities

Reports on Plans and Priorities (Part III) are individual expenditure plans for each department and agency (excluding Crown corporations) named in Schedules I, I.1 and II of the Financial Administration Act. They are tabled in Parliament by the President of the Treasury Board on behalf of the ministers who preside over these organizations.

Three-Year Plan for Transfer Payment Programs

Under section 6.6.1 of the Policy on Transfer Payments (PTP), deputy heads are required to provide to the Treasury Board Secretariat (TBS) by April 1 of each year a three-year plan for their transfer payment programs (TPPs).

The primary purpose of the three-year plan is two fold:

  • to provide applicants, recipients, parliamentarians, ministers and other stakeholders with essential information to identify planned departmental activities that might have an impact on their specific programs of interest; and
  • to support TBS in its management oversight and budget office role.
