PROVINCIAL REMAND CENTRE - Winnipeg, Manitoba

The Remand Centre was completed in 1992 to serve as a facility for the housing of 288 inmates on a site adjacent to the Law Courts Building. The two structures are linked by an underground tunnel which allows for the secure movement of inmates. While the Remand Centre's sober exterior serves to complement the neighbouring structures of the Legislative Buildings, the Law Courts and the Woodsworth Building, Gaboury has managed to interpret the primary functional considerations of the project into an imaginative design. Making use of bold geometric shapes joined in abrupt transitions, Gaboury creates a dramatic presentation of sharp angles and strong definitions. The triangular form of the building reflects the most efficient configuration for visual surveillance from a central control station. Security is based on the principle of "secure envelopes", which maximize building security while facilitating the free movement of inmates within the building. Consequently, electronic monitoring is utilized only during off-hours and in non-residential areas. The interior of the building is designed to provide a humane environment for the inmates by maximizing natural light for all spaces. The centre includes full kitchen and dining facilities, support staff facilities, a secure vehicle sally port in the basement, an administration area, an inmate receiving and discharge area, a main floor visitor's area in addition to inmate living quarters, and indoor and outdoor exercise areas.
