" Outside the Fort there were no houses, save perhaps a block cabin or two. Forest more or less existed from the "ravines"... to the north, and the harbour was surrounded by tall pines, and its bowers bedecked with shrubs, many of which were at this early period in blossom. Cultivated fields existed from Government street to the public schools; likewise across the bay."

Several buildings were scattered around the perimeter of Fort Victoria, situated clockwise from north to east sat James Douglas's Residence, then the Fort Bakery, Governor Blanshard's Residence, and finally the Fort Gardens.
