Located about 89km from St. John's on the west side of Conception Bay is the town of Bay Roberts. Settled by at least 1675, the early settlers were fisherman engaged in the inshore fishery; the Labrador fishery and the seal fishery became significant in the nineteenth century.

Until the 1930's the fishery was the prime source of wealth. In addition to the local fishery there was the Labrador fishery, which involved the sending of as many as 60 to 70 ships to the Labrador coast each summer. In conjunction with the cod fishery, the seal fishery formed the mainstay of the Bay Roberts economy in the 19th and early 20th centurries. The earliest seal fishery was carried out in small decked boats of 30-40 tons. After the war the fishery declined.
