It is up to the Speaker of each House to interpret parliamentary rules and traditions impartially, to maintain order, and to protect the parliamentary rights and privileges—including freedom of speech—of Senators and Members of Parliament.

At the start of each legislative session following a general election, the Speaker of the Senate is appointed on the advice of the prime minister, while in the House of Commons, the members elect one of their own to serve as Speaker.
