Security

The NEB's Security Program is one of several ways the NEB takes action to protect the environment and the public. This program ensures regulated companies have adequate security to deter, respond and handle security threats, including criminal and terrorist activity.

Through its Security Program, the NEB verifies that its regulated companies have an adequate, implemented and effective security program meeting NEB requirements and expectations. It also promotes security awareness, communication, and information sharing among regulated companies.

The NEB pursues cooperation, partnerships and working agreements with federal, provincial, territorial and international departments and agencies. This allows the NEB to coordinate between overlapping and adjoining jurisdictions, cooperate on security-related common regulatory objectives and maintain effective communication.

National Energy Board Onshore Pipeline Regulations (OPR)

The Regulations Amending the Onshore Pipeline Regulations, 1999 were published in the Canada Gazette, Part II on 10 April 2013.  Note that as a result of the Regulations, the Onshore Pipeline Regulations, 1999 are now renamed as the National Energy Board Onshore Pipeline Regulations (OPR).

Section 47.1 of the OPR requires a company to develop, implement and maintain a security management program that anticipates, prevents, manages and mitigates conditions that could adversely affect people, property or the environment. A Security Management Program ensures that the risk of the facility is adequately and appropriately addressed and that the facility or facilities are being protected. In order for a Security Management Program to be systematic, comprehensive, explicit and proactive, it must include all of the required management system processes referenced at section 6.5 of the OPR.

In addition, paragraph 4(1)(e) of the OPR now references CSA Z246.1, Security Management for the Petroleum and Natural Gas Industry Systems. When a company designs, constructs, operates or abandons a pipeline, or contracts for the provision of those services, the company must ensure that the pipeline is designed, constructed, operated or abandoned in accordance with the applicable provisions of CSA Z246.1 for all pipelines.

CSA Z246.1 provides a framework to protect energy infrastructure from malicious damage through risk-based and performance-based management processes. A company’s Security Management Program is based on factors such as type, size, location and criticality of the assets being protected. A company makes decisions based on their internal assessment of risk related to their facility. CSA Z246.1 was developed to be scalable, enabling it to be used by both small operators and large companies.
