The National Energy Board (NEB) is an independent federal tribunal located in Calgary, Alberta. Its mandate is to promote safety and security, environmental protection, efficient energy infrastructure and markets, and to make decisions in the Canadian public interest within the mandate set by Parliament for the regulation of pipelines, energy development and trade. The NEB has a staff of approximately 400 employees and an annual budget of $60 million. It reports to Parliament through the Minister of Natural Resources.

Temporary Board Members are appointed for various terms and may reside anywhere in Canada. The principal role of Board Members is to make independent decisions in the Canadian public interest in the area of energy regulation. Temporary Board Members work part time at the discretion of the Chair of the NEB. This may include periods of time involving heavy and sustained workload.

Successful candidates for these positions should possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. A degree in economics, engineering, environmental science, finance or law would be considered an asset.

We are looking for candidates who have experience in dealing with energy-related or regulatory matters, as well as in the interpretation and application of legislation. Experience in taking decisions requiring an objective and careful balance of conflicting or contradictory considerations is essential. Candidates who have experience in dealing with economic, social and environmental issues within Aboriginal communities would be considered a significant asset.

The suitable candidates will possess knowledge of the mandate and operations of the NEB. Knowledge of the functioning of energy markets and the energy sector (economic, social or environmental components) and of the role of government and regulatory agencies in facilitating market outcomes that are in keeping with the Canadian public interest is also essential. The favored candidates must be knowledgeable regarding administrative law, principles of natural justice, and the rules and practices followed by administrative tribunals in Canada. They should also possess knowledge of the aspirations of Canada's Aboriginal peoples, their history, and their vision of Canada's future.

The selected candidates must be able to analyze significant amounts of complex, technical information and make concrete decisions within a time frame constrained by service standards. Communication skills, both written and oral, with the ability to write clear and concise reports, analyses and decisions, are required. The qualified candidates will have the capacity to reconcile divergent stakeholder positions, taking into account associated (economic, social and environmental) implications. The ideal candidates must be respectful, fair and impartial as well as be tactful and discreet. Superior interpersonal skills, sound judgment, high ethical standards and integrity are also important requirements.

Official Language proficiency is required as there are various linguistic profiles including English Essential or Bilingual for these positions. Candidates must be willing to undergo and successfully pass a Secret security clearance.

Pursuant to subsection 3(4) of the National Energy Board Act, Temporary Members of the NEB must be Canadian citizens or permanent residents within the meaning of the Immigration and Refugee Protection Act and must not have any interest in energy companies, including shares or other securities, unless those shares/securities are held in a blind trust. Temporary Members shall not, during their term of office, accept or hold any office or employment inconsistent with the Member's duties.

Eligibility: A person is not eligible to be appointed or to continue as a member of the Board if that person is not a Canadian citizen or permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act or is, as owner, shareholder, director, officer, partner or otherwise, engaged in the business of producing, selling, buying, transmitting, exporting, importing or otherwise dealing in hydrocarbons or electricity or holds any bond, debenture or other security of a corporation engaged in any such business. A member shall not, during his term of office, accept or hold any office or employment inconsistent with the member’s duties.
