The government's decision to support heritage language teaching is tied closely to the policy of multiculturalism, and indeed the issue of state support for heritage language teaching has become one of the favoured battlegrounds of those who support or oppose the larger multicultural policy which was first announced in 1971 and confirmed recently. The true origin of heritage language teaching was the parental and ethnocommunal desire to maintain a common language, "a privileged communal code of communication," with their children in the face of rapid acculturation and to pass on through that code of ideas, folkways, and valued that they see as their heritage.
