Reclassification of positions
On February 25, 2004, the government announced that from that point on it would be mandatory to publish information concerning the reclassification of positions in the federal public service.
This Web site provides information, on a quarterly basis, on the reclassification of positions within the Office of the Commissioner of Official Languages.
The rules and principles governing the reclassification of positions are outlined in the Guidelines on Reclassification. These guidelines provide deputy heads with a framework within which to exercise their delegated classification authority for the reclassification of existing positions.
The following are some of the reasons why the duties of a position can change and result in the reclassification of the position:
- Changes are made to the departmental/program mandate;
- A reorganization is carried out by management to respond to an external situation that increases or decreases available resources;
- A reorganization is carried out by management to make more efficient and effective use of their financial and human resources, such as technological innovations or changes in employee competencies;
- Managers reassign work among their existing human resources to increase productivity, for example, in response to vacancies that require a temporary or permanent reassignment of work;
- Results from a classification grievance.
The reclassification of occupied positions in the federal public service is an important and necessary business management option. However, when contemplating changes to a position that may result in reclassification, management must endeavour to ensure the proper, effective and efficient use of public funds. The costs associated with an upward reclassification must be known and transparent and support accountability for classification decisions.
Information on government-wide position reclassifications will be updated every three months, starting in October 2004, and can be found on the following Web site.
Please note that information on reclassification that would normally be withheld under the Access to Information Act or the Privacy Act does not appear on this Web site.
