In 2007 Rachael Maxwell completed a three month internship with the CCA as part of her research for her MA in Cultural Policy and Arts Management at the University College of Dublin. Ms. Maxwell’s research was used in preparation for a November 2007 symposium on the topic of cultural diplomacy. Titled: The Place of Arts and Culture in Canadian Foreign Policy, this paper presents a broad perspective on the evolution of public diplomacy around the world and in Canada. The paper takes into account developments over the past 60 years and the role of culture in public diplomacy. The study acknowledges the deep impact of new technologies, globalization, and the repercussions following the September 11th attacks on the World Trade Center in New York.
